I'm just saying that Democrats control the executive branch and thus the military, and the Senate—plus two of the three largest states. The idea that Johnson and Trump have some kind of fiendish plan that everyone will just roll over to allow is about as good as Johnson passing any legislative achievement with a majority of Republicans or Trump approving nearly any major legislation during his term that wasn't a significant compromise with Democrats.
