What are people using to stream their own library to multiple devices and what works well?

I'll probably want to do the same for video at some point, but less urgent. If there's something that solves both, that'd be neat though.

Absolutely, you can do this with SSH using -R. E.g., to have the server listen on port 2222 and forward those connections to your computer's port 22:
ssh -R 2222:localhost:22 username@server

I'd strongly recommend setting up public key auth, and disabling passwords!

If you want the server to listen on a privileged port (<1024, like port 80), you'll want another redirect server-side, rather than connecting as root.

For privacy, it looks like their trackers are disabled by default for plain-text campaigns:

Just make sure your feed generator includes a plain-text element (usually 'description'), and you can pull it into a campaign.

The open-source 'rss2email' is around if you use a different mail provider that doesn't have this feature.

Is there a good tutorial out there for getting started with the Pico CMS add-on to Nextcloud? Usually the Nextcloud add-ons are intuitive but I can't seem to get custom themeing/templating/plugins/content going

Ah, I see they now have 'omnichannel' as an advanced version(?), but back when we set up our instance a couple years ago, this was an apparently viable way to get what you're wanting:

There are also some alternatives like Vassal and Roll20 (libre+gratis, some assembly required), or Tabletopia (browser/mobile compatible), depending what your friends need.

Nextcloud (and IIRC also Owncloud) uses SabreDAV under the hood. It's great for my use-case of personal calendars shared between friends, all of whom have accounts on the instance. You can subscribe to web iCal calendars (slightly hit-or-miss), or publish a calendar as iCal in turn.

If you're looking for a platform to organize community events, I've had my eye on Mobilizon (joinmobilizon.org), but haven't had the chance to really try it yet.

Probably not exactly what you wanted, but there's an option to disable URL suggestions from bookmarks. Other bookmarked URLs should still show up from history, and you can hit Shift+Delete to remove the offending URL from suggestion list.

Call for help: In order to talk to my grandma I need an extremely simple device on which video calls run and which, after being switched on, immediately dials into a excising #Jitsi room. If you hadn't considered it already, Rocket.Chat has a "LiveChat" feature you can plug in to any page and make a queue.
I've not used that feature, but I like Rocket.Chat in general. I'm sure Zulip and Mattermost have similar modes, if it's not quite what you need.
